If you had access to the Engineering Drawing you would find reference to this cutout being used 4 times at 45.00 degrees. Select both rounded rectangles and combine them (Ctrl+L). Use the Transform Roll-up to apply a 45.00 degree rotation. Apply another rotation, this time to a duplicate at 90 degrees.
Now we will again imitate the Boolean add and subtract functions. In turn, select the rounded rectangles the Shaping Roll-up, choose Trim, leave originals unchecked, and select the outside circle. Now choose everything except the two middle (shown as red lines) large circles (the raised portion) (5 objects) and combine (Ctrl+L). Select the two middle large circles and combine them (Ctrl+L).
Now to convert the objects (2) into isometric simply choose both objects and temporarily group them (Ctrl+G). Go the the IsoEval Menu (or Isometric if you own Isometric Tools or Tech Drawing Tools) and choose Ellipse (Ctrl+Alt+E). Ungroup the objects.
